What does an 'Under Consideration' stamp mean for a retirement extension in Thailand?

ORIGINAL POSTER
I live in Chumphon and here on an extension of stay based on retirement which is good until 29 June 2020. On the 16 of June I submitted my paperwork and paid the 1900. Baht fee. I received an “Under consideration” stamp and to report back 27 July. I never had this happen before and was told by a friend today that this stamp is not required for my type of extension of stay. My main concern is the expiration of my present extension of 29 June and the report back date of 27 July after the current extensions expiration date.

TLDR : Answer Summary
The user is concerned about their retirement extension status after receiving an 'Under Consideration' stamp, valid from the expiration of their current extension on 29 June until a report date of 27 July. A comment clarifies that this stamp allows the user to stay in Thailand legally during that period and indicates the first month of a new year-long extension.

you were given a 30 day under consideration stamp from the expiration date of your current extension (29 June until 27 July)

I don't know why they did that on a retirement extension BUT the under consideration stamp IS the first month of your new year extension so you're totally allowed to be here on that stamp.

Just go back on the date the under consideration stamp expires and they will ink the rest of the 11 months extension into your passport
