TLDR : Answer Summary
The Songkran festival in 2018 officially takes place from April 12th to April 16th, with April 12th declared a public holiday by the Thai government. There may be inconsistencies online regarding the end date, with some sources suggesting it extends to April 17th. It is advisable for expats to check with their respective Thai consulates for any changes to their operating days during this holiday, as this might impact their visa application process.
Iโm sure, festivities start Thurs 12th back on the 17th.

Check the specific consulate you are going to for your visa to see the days they will be closed. Different consulates in different countries are closed different days for thai holidayz.
