I must soon look to make a CoE application for the Phuket Sandbox. Now, do I enter on 45-day visa free or a 60-day visa, both of which I believe a can extend simply by 30-day for the 1900THB fee at Phuket Immigration?
But, my objective will be to resurect to Retirement non-O that I've previously held.
Any advice most gratefully appreciated.

First off, you're not gonna "resurrect" ANY retirement Non-O you used to have. If that stamp is expired you're done and will be applying for a whole new Non-O visa and then a year extension inside the country after you get here
You can enter on a visa exempt OR a 60 day tourist visa that you get from the thai consulate in your country before you come here. BOTH of those entries can be extended for 30 days once for 1900baht.
SO it's totally up to you whether you want to buy a tourist visa before you come here OR just fly in visa exempt.
as an alternative, is it worth getting an O visa before arriving? I assume that would be 90 days right? I will come back when things get a bit better and plan to eventually get a year extension based on marriage to a thai national.
