I'm guessing the "temporary visa office near Impact Arena" is Muang Thong Thani for Bangkok immigration. They are open as normal. Normal business hours are Monday - Friday, 8:30 AM to 4:30 PM, closed for lunch between Noon - 1:00 PM, excluding holidays.
