So a friend went to immigration in Phuket today and they had a sign saying they are closed the whole week for Songkran???

yes, but unless you live in Southern Thailand, 95% are not Muslims so will not be celebrating Ramadan.

They will ge having alcohol, eating a lot during the day & night.
