Given that Songkran is a RELIGIOUS holiday, and only the water fights have been canceled, and the banks will still be closed, I will assume that CW will be closed on those dates.

That people are asked not to trow water at each other in big parties on the street has nothing to do with closure of Government offices due to National holiday.
