Obviously it's going to be cheaper to do it inside Thailand because you don't have to go anywhere. 2000₿ is the price of a visa at immigration, plus documents from your school. Then you're done.
Unless your school is one of those that charges a "visa conversion fee". There is no fee from immigration besides the 2000₿ which is the price of every visa from immigration. Anything beyond that is your school taking advantage of you.
