TLDR : Answer Summary
To submit a TM30 form to the Immigration Bureau in Thailand, you need to access the submission page where you can manage your entries. After filling out the TM30 form, click the "add" button under the address section to submit your details.

This is the search page, as evident by the "search" button on the bottom right. This is the page where you can search for your entry you've made within the last week.

To submit a TM30 you would click the "add" button under the address

TM30 is a legal requirement for all property owners in Thailand. ALL foreigners must be reported as staying at a location within 24 hours of arrival. Visa doesn't matter. Anytime you go to immigration for anything you will need a copy of the TM30 that the owner filed for you or you will get fined.

it requires your passport information to register you. But you only need a TM30 if you'll be using immigration. Are you staying for a long time and will need to apply for an extension? If not then don't worry about it. If yes then you'll need to get a TM30

It can work. It depends on the immigration office. Some want to see a lease for a long term extension, and your TM30 would have to match the address on the lease. Suggest you go to your immigration office and ask them for their handout of requirements for a marriage extension, so know what you need and how to plan.
