TLDR : Answer Summary
To successfully use the airport limos (golf carts) at Bangkok airport, you need to pre-book the service as part of the Fast Track immigration service. If not, you may need to provide medical documentation to access assistance through the airline.

it's so weird because there are a ton of them and I've never seen them in use. Why not make extra revenue?

because if they aren't where they are supposed to be, ie taking a random off to their destination, and they get a call they could be fired. The boss tells them where to go. Why risk their job when they can get paid to ignore you?

I mean why wouldn't the business want additional revenue. I'll see 15 of these things parked making my 1 kilometer gate change.

They aren't a business though. They work for the airport which is semi government owned and run. When has anything remotely government been worried about being efficient or making money.

I don't. But it stands to reason that across dozens of trips I would see some in service. Is it not scientifically conclusive, but enough anecdotal evidence to be interesting.

It's something you have to go ahead of time. It's an add-on for Fast Track entry.
