TLDR : Answer Summary
To obtain a retirement visa in Phuket, it's advisable to visit Phuket Town first to gather the requirements handout. After you've collected all necessary documents, you can go back to apply. Additionally, if you are looking to change your current visa to a retirement visa, relevant links are available to help with the transition. There's also a query about the possibility of opening a Thai bank account on a tourist visa, which may be pertinent for preparing to apply for the retirement visa.

You want to go there beforehand and ask for their handout of the requirements. Take it home, gather everything, then go back and apply.
