Has there been any evidence of flexibility in financial requirements for Married/Retirement extensions since the new system was implemented?

When the new system regarding financials came in in March for Married/Retirement extensions there was a suggestion that the Immigration Departments would show some flexibility during the first 12 months.

Is there any evidence of that having been the case?
