TLDR : Answer Summary
You do not need to be a resident of Vietnam to submit a visa application at the Thai Embassy in Hanoi. The embassy generally accepts applications from foreigners who are visiting, although they may request proof of your legal entry into Vietnam, such as an e-visa or entry stamp. In-person submission may also be required.

How recently have you been searching? In the month of March there are at least a few people who are still in “pending approval,” Myself included.

You generally don’t have to be a Vietnam resident to submit at the Thai Embassy/Consulate in Hanoi — they often accept applications from foreigners who are just visiting.

In practice, they may ask for proof you’re legally in Vietnam (e-visa/entry stamp) and sometimes require in-person submission.

No, for most of the embassies in Southeast Asia, you do not need to be a resident
