TLDR : Answer Summary
After completing a 15-day ASQ (Alternative State Quarantine) in Bangkok, it seems that you may not need to undergo additional quarantine in Chaiyaphum if you have proof of a negative COVID-19 test before leaving. Most responses suggest that as long as you have the necessary documentation from your ASQ stay and your last negative test result, you can proceed to your final destination without further quarantine. However, it is advisable to confirm with your ASQ hotel or local health authorities for the most accurate and updated information.

Bobby has the right answer according to TATnews.org just make sure you keep the paperwork with you that you get upon release from ASQ

Normally you‘ll get a confirmation about the ASQ. In with of 24 or 48 hours you can go with this to your final destination without a new Quarantine.

But better you should ask at the ASQ Hotel … I think they should know the rules … or you can ask at the government at your district.

As I understand it from Ubon (so might be different, but unlikely), is you get your last negative test result the day before you come out of ASQ, and you go directly to the airport, fly to Khon Kaen. If you're queried you show the test result and your ASQ booking. And you're ok. No quarantine

As things are at the moment it will be likely because you are coming from Bangkok which is a Red Zone...

My thoughts are that even if it was asked of you, it would be self-monitored at a place of your own choosing.

I think you should ask this question in an Esan group; they would know the answer :)
