Do British nationals applying for DTV only need to keep 500k THB in their account for 1 month, and must they apply from their home country?

Is it true that when applying for DTV as a Brit you only need to have had the 500k+ THB in your account for 1 month? And also to confirm I MUST 100% apply from my home country now, not a border run etc?

Thanks
