TLDR : Answer Summary
The application for DTV (Digital Trust Visa) in Singapore is limited to individuals who hold Permanent Residency (PR) or an Employment Pass. Non-Singapore passport holders, including Europeans and Americans, are not eligible unless they meet these specific requirements, as confirmed by responses citing the information provided on the relevant websites.
