we lived in thailand for 13 years and recently returned to the uk.  Is my son able to return to Thailand to see his father who still lives and works over there and owns a property ?

Presuming your son is not a minor, nor a Thai citizen the best choice now would be the Tourist visa.

I have same with my Son UK citizen born in Singapore and Brought up in Singapore/Thailand. Makes no difference once he is an adult.
