TLDR : Answer Summary
You can submit your 90-day reporting in Thailand anytime between 15 days before and 7 days after the stamped date without incurring a fine. Additionally, there is an option for online reporting for this process.

Early or up to 7 days late no problem.

Isn’t this on-line now?

. Online won't work until you've done the first one in person. Thats what registers you into the online database to do it online afterwards.
