TLDR : Answer Summary
Yes, holders of a 5-year Thai driver's license can obtain an international driving permit (IDP) in Thailand. However, those with a 2-year initial (temporary) license are ineligible. To apply for the IDP, one must provide proof of residency, a valid non-immigrant visa, a Thai driver's license with at least one year of validity remaining, a passport photo, and pay a fee of approximately 505 Baht.

Yes. However, this is reportedly only possible with a 5-year Thai driver's license, not the 2-year temporary (initial) one.

To apply, you need proof of residency from immigration or your embassy (some embassies have ceased offering this service), a non-immigrant visa or extension (12 month multiple entry marriage or business visa or any extension for the purposes of employment, retirement, marriage or education, LTR and presumably elite as well), your Thai drivers license with at least 1 year validity remaining (since the IDP is valid for one year), a passport photo and the fee, which I believe is 505 Baht (would need to double check).

I was allowed to rent a car with my Temporary 2 Years TH Driving License with Hertz Newark Airport and Chicago Airport. Only need DL and Credit Card. If you don't have a credit card, they might run a credit check on you.

Difficult to rent a car in the US and many other western countries without a credit card. If it is possible, you'll probably need to place a deposit of around US$1000 on a debit card in addition to the rental fee.

Yeah around US$1,000 to US$2,000. But its not too complicated to obtain a credit card in the US.

Yes, that's true though it depends on one's status there. Anyway, I assume you're Thai and living in Thailand? Otherwise you wouldn't have presented a Thai driver's license to rent a car in the US, but a local one.

makes no sense, the usa has 50 states plus DC and they all have different policy regarding using foreign licenses

@Gabriel *******
it's acceptable in the USA.

I should have been more specific, in every state you can drive for a short period of time on a foreign license and that period varies from state to state

it was my understanding that you initially get one year and then when you renew it is for 5 years... Is that correct?

Correct, you need to be on the 5 year one first. In Australia, they allow IDPs to be issued on provisional licenses (at least the P2 licenses before the full one) while in America, you can get one on any license that isn't a learners permit.

Thailand is therefore more restrictive.

However, in many countries, there is no need for an IDP so a Thai D/L, even a 2 year one, on its own is enough. In neighboring countries, the ASEAN agreement takes precedence over an IDP so a Thai license is recognized, at least in Laos, Malaysia, Singapore, Brunei, Indonesia, the Philippines and Myanmar.

For Cambodia, it's fine to drive on a Thai license if you're driving a Thai plated car into the country but if you're driving a local Cambodian registration (such as if you're renting a vehicle there) you may be asked for an IDP. In Vietnam, they probably want an IDP if you can find somewhere to rent you a car at all.
