Looking for some advice please.

I'll be coming to Thailand mid November and first staying Patteya then Hua Hin.

Is it possible to get a Thai drivers licence on a visa exempt?

I have my reasons to wanting 1 as I travel to Thailand alot.

I have an international driving permit

Use an agent. One of the renowned ones that go to the DLT with you. I wouldn’t trust the on line ones that claim you don’t have to do anything except pay. You’ll need a residency certificate though.

Bob D'Andrea might be true for Pattaya but not for Phetchaburi or Prachuap Khiri Khan. I got my appointment in April on short notice in Phetchaburi.

Yes, you can get a Thai DL on visa exempt. You mostly just need a residence certificate from immigration. That's going to requireme a TM30 from wherever you're staying. I'd also recommend an international drivers permit as it can help things along.
