Can I Get a Re-entry Permit at Suvarnabhumi Airport with a NON-IM Visa Extension?

Is it still possible to get a re-entry permit at Swampy in the current situation?

And coming back in on a re-entry permit do I need the Covid letter from the doctor and the 100000 insurance ?
