No, if you use Chaeng Wattana then you can not use Chumchuri Square to get a re-entry permit.

You'll only get a reentry permit from Chamchuri if you ordinarily use that office for your immigration purposes, otherwise the place would be inundated. Airport is the best place.

I’ll let others confirm about Chamchuri as I’m not in Bangkok. You can get a re-entry permit at either of the Bangkok airports too. 24 hours.
