TLDR : Answer Summary
Yes, you can enter Thailand when traveling from Australia if you transit at Singapore airport. However, be mindful that Singapore requires a 48-hour RT-PCR test result, which differs from other places that may only require 72 hours. It may also be more convenient to look for direct flights to Thailand, as Jetstar is planning to start direct flights from Australia in February.

Yes. But be aware Singapore has a requirement for a 48 hour RT-PCR test result, unlike many that only require 72 hours.
he is flying from Australia. He can get a PCR test 2 days before departure and use the same test result for transit in Singapore and arrival in Thailand.
my point was no good to suggest an option (ART) when it's not an option when flying from Australia only cause confusion for some less experienced travellers.
