My friend has been living on Koh Pha-ngan for 16 years on yearly EOS based on a Non Immi O retirement visa. Due to a misunderstanding and real clumsyness he overstayed EOS almost 3 months. He now did a border run and is back on a tourist visa.
Question: can he convert the tourist visa into a Non Immigrant O visa inside the country at KPG immigration?

Both Koh Samui and Koh Phangan are considered "rogue" immigration offices that don't follow many normal guidelines and do whatever they want. I expect it's either impossible or very difficult to do there. Probably better off going to the main office at Surat Thani.
Also, one of the requirements to do this conversion is the ability to show the funds came from overseas. Funds that have been used for 16 years might be difficult to prove that for. Sometimes immigration will waive that requirement if the funds have been deposited for a long time, but sometimes they will not.

ONLY embassy verified income, or 800,000 in a Thai bank account can be used for both of these.
ArticulateSloth6363 I guess that's some sort of AI which you can't rely on to accurately answer visa related questions as there is so much misinformation out there. Your friend would be applying at a specific immigration office in Thailand and would therefore would need to follow the rules for that specific office. While not all offices require the money to come from overseas they are pretty much all going to want to see 800k baht in his bank account to apply for a 90 day Non-O visa inside Thailand, he is also going to need between 15 and 21 days left on his current stamp in order to apply.
Definitely true on Koh Samui if you try to do yourself. Plenty of Agents though that can assist without leaving Thailand. Especially since you already have a bank account which is the biggest hurdle.
