Can a tourist visa be converted to a Non-Immigrant O visa in Koh Phangan?

My friend has been living on Koh Pha-ngan for 16 years on yearly EOS based on a Non Immi O retirement visa. Due to a misunderstanding and real clumsyness he overstayed EOS almost 3 months. He now did a border run and is back on a tourist visa.

Question: can he convert the tourist visa into a Non Immigrant O visa inside the country at KPG immigration?

TLDR : Answer Summary
A user inquired whether their friend, who overstayed a retirement visa and returned on a tourist visa, can convert the tourist visa to a Non-Immigrant O visa at the immigration office in Koh Pha-ngan (KPG). The responses indicate challenges in converting the visa there, citing that KPG is known for inconsistent practices and might require demonstrating overseas funds for eligibility. Suggestions include seeking assistance from a reliable agent, the possibility of applying in a neighboring country, and ensuring sufficient funds are in a Thai bank account as per immigration rules.

Engage a reliable agent to act on his behalf. Cheaper than travelling to a bigger IO.

He can get his Non-O in a neighboring country and then extend it inside Thailand as before.

he still has a problem as a first Non-O extension requires seasoned 800k banked funds or an Embassy affidavit

ArticulateSloth6363 not for 1st extension, as you have to show deposits for 12 months, which is obviously not possible after only 90 days.

Both Koh Samui and Koh Phangan are considered "rogue" immigration offices that don't follow many normal guidelines and do whatever they want. I expect it's either impossible or very difficult to do there. Probably better off going to the main office at Surat Thani.

Also, one of the requirements to do this conversion is the ability to show the funds came from overseas. Funds that have been used for 16 years might be difficult to prove that for. Sometimes immigration will waive that requirement if the funds have been deposited for a long time, but sometimes they will not.

ArticulateSloth6363 Does this person have an embassy that provides income verification? Because proof of transfer into a Thai bank account CANNOT be used to apply for a non-O visa, or for the first 1-year extension.

ONLY embassy verified income, or 800,000 in a Thai bank account can be used for both of these.

ArticulateSloth6363 but it's a new application to convert from tourist entry to non-O. Will they accept the 65k monthly transfers for a new non-O?

ArticulateSloth6363 I guess that's some sort of AI which you can't rely on to accurately answer visa related questions as there is so much misinformation out there. Your friend would be applying at a specific immigration office in Thailand and would therefore would need to follow the rules for that specific office. While not all offices require the money to come from overseas they are pretty much all going to want to see 800k baht in his bank account to apply for a 90 day Non-O visa inside Thailand, he is also going to need between 15 and 21 days left on his current stamp in order to apply.

Definitely true on Koh Samui if you try to do yourself. Plenty of Agents though that can assist without leaving Thailand. Especially since you already have a bank account which is the biggest hurdle.
