The visa service I normally use to go to Cambodia told me Thailand wasn't allowing people in. I dont' know why they would have turned away my business unless they believed the rumors. I would think they are in the business of know about such things.

Possibly they would have let you in if you had a health certificate confirming you had been monitored for 14 days and tested for Covid-19 in the last 48 hours, i.e. that is basically impossible to get.
