TLDR : Answer Summary
As of November, PCR tests for domestic flights in Thailand depend on the airline and destination province. Generally, a vaccine certificate might suffice, while unvaccinated travelers may need to present a negative test.

I don't think so, I've taken 2 domestic flights recently and looked into Chiang Mai to Samui yesterday and only Vaccine Certificate is required. Or negative test if un-vaxxed.

I stand corrected - missed the "domestic" part, thought it was about international flights.

Luka Boz. There's no order in place stipulating what airlines should be doing. It's entirely the discretion of the airline, and also the provincial governor, and then the village head, all of whom can enforce their own rules
