I don't think so, I've taken 2 domestic flights recently and looked into Chiang Mai to Samui yesterday and only Vaccine Certificate is required. Or negative test if un-vaxxed.

Luka Boz. There's no order in place stipulating what airlines should be doing. It's entirely the discretion of the airline, and also the provincial governor, and then the village head, all of whom can enforce their own rules
