Are there any restrictions on internal flights? What documents are needed? Would like to fly Bangkok to Krabi if possible.

take the overnight train, departs 845pm arrives like 6am, first class sleepers for 2 is about $130

drove from pattaya to Hua Hin before Christmas. No issues, no controls on the roads, no questions anywhere.

If you are fully vaxxed you just need proof of vaccination. If not you need a negative RT-PCR test

Generally speaking you either have to be fully vaccinated or have a recent test confirming you don't have Covid. Check with the airline, they should know.
