TLDR : Answer Summary
The bars in Pattaya have been closed for two weeks due to new restrictions related to the COVID-19 pandemic. This measure is part of wider regulations affecting entertainment venues in various provinces, including Bangkok and Chiang Mai.

Bars closed in greater Bangkok, Pattaya, Chiang Mai, Ubon. Perhaps others I have not heard about. Also do not kid yourself it is likely going to be more than two weeks.
