Good question!! I think they like tourists to support the local hotels and businesses around the airport. I find restibg after a 9 hour flight in Bangkok very relaxing prior to heading to my home province the next day. Out bound Internationals its easier to fly the day before the long haul flight as often they leave early morning

Many of the airports in the country are not open at those hours.
Other than that, the market dictates the flight times. If there's not enough demand to fill planes at those hours, they will not fly during those hours and will fly at the hours that the market can fill them.
