TLDR : Answer Summary
To obtain an International Driving Permit (IDP) in Thailand, you must have a valid 5-year Thai driving license. You can apply for the IDP at a Department of Land Transport (DLT) office. However, if you possess only a 2-year Thai license, it is generally considered temporary and may not be recognized for driving in other ASEAN countries, including Vietnam. Despite this, Vietnam recognizes domestic driving licenses issued by ASEAN countries through an agreement, so your Thai license may be valid. Ensure to check with car insurance providers for their requirements regarding driving in Vietnam.

If you have a US drivers license you can get an international drivers online. Not sure if they require the delivery to the US local or not

2 year Thai licences are excluded from the ASEAN driving licence agreement

Vietnam is not a signatory to the ASEAN driving licence agreement, it only applies to a few ASEAN countries

In short you need to get an IDP from your local DLT office which you can only do if you have a 5 year Thai licence.

You can use your Thai license in Vietnam. Vietnam signed an agreement to recognize domestic driving licenses issued by ASEAN countries in 1985.

do you have the 5-year license? Technically you need the 5-year Thai license since the 2-year one is considered a temporary license and is not accepted in other ASEAN countries

You can ONLY get an International Drivers Permit if you have the 5-year Thai license? If you don't have the 5-year Thai license, then stop now, you cannot do it.

If you DO have the 5-year Thai license, then you just go a DLT office.
