When will the new Thailand entry rules take effect for travelers arriving after May 1st?

Have a friend arriving on may 1st that the website is still asking him for hotel, pcr and transportation. Are the new rules enforced from the 2nd? Anybody know?

As mentioned earlier its not law yet it needs published in the Royal Gazzette first before it becomes official, so websites won't change until its policy.

The new rules don't exist yet. They haven't been passed into law and the Thailand Pass website has not been updated. The website has a huge banner that says you can apply for the new program starting April 29th. Tell your friend to read instead of clicking through everything.
