TLDR : Answer Summary
When considering manufacturing a clothing line in Thailand, you generally do not need a business visa if you are only meeting with manufacturers and discussing plans. A Tourist visa or visa exemption is sufficient for initial visits aimed at scouting and meetings. However, if you plan to establish a more formal business relationship and conduct business operations, you might need to explore options like a business visa, and it's recommended to consult the Thai Bureau of Investment (BOI) for guidance on setting up your business.

Please state your reasons why.
What was your manufacturing visit in Sri Lanka and China like?
better manufacturing, cheaper, and overall easier logistics we found.
This was from a fashion company I worked for many years. Thailand was the original manufacturing place, but overall it was better, easier, etc to go through those 2 countries as they are really great at manufacturing

You will just be having meetings to discuss. No need for a business visa at this stage.
