I want to thank everyone for their posts. I am in USA, and just received back my passport with a Non-O/A over 50 visa in it. I will give a quick overview, thanks to those who said avoid Chicago Consulate, I did the E-Visa and selected to send documents to the Washington DC Embassy. Everything went smoothly until payment, the E-Visa system is set up to take only debit cards, or credit cards that allow debit. Make sure you submit documents as stated. It took exactly 15 days from submitting documents till I got passport back. A Shout out to Robert Jackson with AXA insurance, and yes the Sawasdee 365 days insurance covers both the visa requirements and Covid insurance for COE.
