TLDR : Answer Summary
The current going rate for a DTV visa typically ranges between 10,000 to 12,000 baht, depending on the specific embassy or consulate. Importantly, applications for a DTV visa must be submitted at an embassy or consulate outside of Thailand, although preparatory steps can be taken while in Thailand.

The only country where you will be able to pay the price of 10,000.- Thai Baht for the DTV E–Visa Fee is in Laos

Otherwise, any Thai Embassy/Thai Consulate will set their own DTV E–Visa Fees and will be more than 10,000.- Thai Baht

Can only get a DTV E–Visa or any Thai E–Visa at a Thai Embassy/Thai Consulate outside Thailand

Fees vary somewhat between embassies, but most sit around 10,000-12,000 baht in local currency. A DTV can only be applied for at an embassy or consulate outside Thailand. You can prepare the application while in Thailand, but at the moment you actually submit it, you must be physically within the jurisdiction of the embassy/consulate you’re applying through.

There will be conflicting information because it depends on the embassy or consulate you are going to use.
