Many officials of the Immigration Bureau moonlight as fixers. It is quite easy since they already have the official stamps and stick-on visas, etc. at hand.
A caveat against using a visa agent.

TLDR : Answer Summary
A recent incident reported by Pol Col Pakkhapong Sai-ubon revealed that an individual possessed fake visa stamps and signatures from an immigration official, raising concerns about visa integrity. Comments indicate that while some use legal visa agents, others exploit illegal methods, particularly among non-Western expatriates, highlighting a distinction in the immigration processes for different demographics.
"A caveat against using a visa agent.". He did not use a visa agent, he uses someone to forge fake stamps while not being in the system. When you use an agent you are inside the system (computer), legally, like everyone else.
The burmese all use different agents than 'western' foreigners do. It's a GIANT money making machine to get them the LA (labor approved) extensions and a work permits. It's tens of thousands of them
It's nothing like the small number of westerners here who use agents for their visa/extensions ;)
