Many officials of the Immigration Bureau moonlight as fixers. It is quite easy since they already have the official stamps and stick-on visas, etc. at hand.

"A caveat against using a visa agent.". He did not use a visa agent, he uses someone to forge fake stamps while not being in the system. When you use an agent you are inside the system (computer), legally, like everyone else.

Those officials-fixers could have simply updated these SE Asian passports in the system. In essence covering themselves. But they did not bother.

The burmese all use different agents than 'western' foreigners do. It's a GIANT money making machine to get them the LA (labor approved) extensions and a work permits. It's tens of thousands of them

It's nothing like the small number of westerners here who use agents for their visa/extensions ;)
