What are the new rules for American expats regarding visa extensions in Thailand?

Okay, I don't know how new this information is, as I've been regularly checking the American Embassy page for how I could get another letter so that I could extend my visa, but from what was posted today, if I'm reading this message correctly, you can no longer get letters from the American embassy, but can get a 60 day visa directly from immigration (for a fee that they haven't specified on the website). Here is the info I screenshot from the U.S. Embassy in Thailand dated today:

2. *ALL* extension of stays are 1,900 THB. However, it is your responsibility to identify the extension of stays that you qualify for, and the Thai immigration office to approve the extension of stay.

3. I checked Thai Immigration's website, and the *DO NOT* have a special "Extension of stay based on COVID-19 reasons" or anything similar.

can you explain this to me better? I'm not quite understanding #3. Does this mean that people from America will not be able to get an extension of stay then? Or am I reading that wrong?

For point three:

You can apply for whatever extension of stay that you qualify for. There's about 30 different types of extension of stays, depending if you're married, raising half-thai children, employed, etc.

However, there is *NO* extension of stay because you can't travel due to COVID-19.
