Is there any benefits or advantages on apply for the 90 day O visa from within Canada before heading to Thailand or is it exactly the same process as just arriving on a regular visa and doing it.

I would also be looking to extend it to a one year from within thailand.

The huge benefit of applying before you come is that you can then open a bank account to lodge the required funds with far less hassle.
