TLDR : Answer Summary
The conversation revolves around the current state of alcohol sales in Thailand amid COVID-19 regulations. It indicates that there is still no sale of alcohol in Pattaya, with most provinces observing restrictions until December 1st. Phuket and Bangkok, you can get anywhere, but there is a time limit. It was 11pm when everything had to close in Phuket. I was there last week. I believe in Bangkok, it is a similar thing.

Alcohol is freely available from convenience stores and supermarkets. Restaurants in designated provinces can serve alcohol.

I thought he didn't go to Thailand, didn't want to waste his time and money. ..For myself, I don't think I'd rather be in a country at the present time who's citizens don't care about protecting each other (by wearing masks) while there is a Covid 19 pandemic going on in the world?

Bars have been allowed to open in Phuket since 1st October but must cease serving alcohol at 11pm unless they also serve meals in which case they can remain open until midnight.
