From what I've heard the big difference is that the ETA is only for people not on a visa. The TM6 if/when it comes back will be for everyone.

With the most recent announcement about the imminent return of TM6, no one really knows what is going on between TM6 and ETA. Best to just wait and see what happens in May, if anything actually happens.
