TLDR : Answer Summary
If your health insurance was accepted for your retirement visa, it might not automatically qualify for your Certificate of Entry (COE). The insurance must explicitly state that it covers COVID-19 requirements. If it doesn’t, you can request a cover letter from your insurer confirming that it includes coverage for COVID-19.

Its has to say specifically it covers the covid requirements. If it doesnt they will not issue COE. You can however ask your insurers for a cover letter stating it covers covid
