US Embassy in Thailand cant address, but the US Consulate in Chiangmai is a lot like an Automobile with no tires or engine, a place for shelter for the keyholders.
An American cant call, text, email, even stand at front door week after weekm , being told to CALL, TEXT, or EMAIL. ( recorded 80+ attempts)
Ya, its fully staffed but, like any beaurocrats... dont expect service.
The embassy knows exactly where he is, if he is still in prison. Them telling you they need his permission is correct, and on their next visit they would have asked him. If he did not give permission then that's the end of it. The best way is to tell the embassy that you have money for him if he will let you contact him.

E mail the embassy. This way they will have your e mail address. (Also provide your full name. )
This is what i did looking for my friend. They told me the same info. Need his permission. A few weeks later he e mailed me directly. So apparently the embassy passed on the info.
Maybe they will do the same for you, or maybe he can give them permission if they do speak to him.
My friend had a life sentence. After 9-11 years he was sent back to the usa. (He was free when I talked to him)
my point is the embassy may tell him (when and if they go there) you are looking for him and he may be able to give permission. So be sure you provide all your info
I did e mail The Embassy n I also called the Embassy of the U.S. I was shocked when I got a return call from ‘F.B.I ‘ 😮They freaked the heck out of me. They said I couldn’t get info. I did prison visits like once every 3 months and kept records when working at consular office of the Korean embassy Bangkok several years back. I'm pretty sure other embassies have similar policy on prison visits. Contact your embassy and inquire any info. You might get lucky.

Get in touch with British Womens Group Bangkok they do hospital visits.
Does the Embassy not make Consular visits every few months? Pretty sure the British one does. Send a letter to Embassy for him and ask them to deliver.
