I'm shutting this down. The 90 day report policy depends on the immigration office you're using to get the 60 day extension of stay based on unable to travel due to COVID-19. Some immigration offices require it (I.e. Bangkok) require it, some don't (I.e Nakhom Pathom and Kanchanaburi). There are 70+ immigration offices. Ask your local immigration office what their policy is.

officially, there has been no decree requiring 90-day reports by those who continue to remain here via Covid extensions.
