TLDR : Answer Summary
Yes, you can apply for a new 60-day tourist visa at the Laos consulate if your Non-Immigrant B visa is about to expire. However, ensure to cancel your Work Permit at the Ministry of Labor before leaving Thailand. If you have an extension of stay, you must visit the Immigration office to cancel it prior to applying for the tourist visa.
If you have the Non Immigrant B visa and you come to the end of the 90 days period of the Admitted until ./../.. date stamped in your passport you have to leave the country and you can apply for a new Tourist Visa.
If you have the big stamp from Immigration Office with in the second line the text Extension of Stay is permitted up to ../../.. you have to visit the Immigration office to cancel this Extension of Stay. In both scenario's you have to cancel your Work Permit before you leave the country at the Ministry of Labor.
