Can you get the bus from Chaing mai to Chaing Khong for a border run? Are there any updated rules for this now that they keep changing things?

You can get a bus, but you'll be spending 2 nights in Laos. The paper they have been handing out says you must spend 2 nights in Laos, be able to show 10,000 baht in cash, and have proof of onward travel out of Thailand within 60 days.

Or you can use a border bounce agency in Chiang Mai and skip all of those requirements and be back same day.
