I have the O-A visa (retirement) i have no intention of working but i want to go on the committee for the condo complex as i am sure i can add value. Is this allowed or is this considered working.

Depends on what your are going to do on the committee. Just attend a meeting and join the discussion or signing papers, handle funds etc.

Just be in the meeting to talk about your belongings is no problem. Starting to sign papers, payments etc is officially seen as working.
