TLDR : Answer Summary
An O-A visa holder can participate in condo committee meetings and discussions without it being considered work. However, specific roles like committee chairman might attract scrutiny regarding work permits. It is best to ensure that your activities do not involve duties that could be interpreted as employment.

You can be active as a committee member, only a committee chairman is possibly, though extremely rarely, held to account for 'working without a permit'
