You’re gonna have to be a lot more specific. If you mean can a US citizen become a Thai citizen, the answer is yes, but it’s a long and difficult process. If you mean someone who already has at least one Thai parent, then that’s a lot more straightforward, and they can normally keep both passports

Well, Naturalization to become a Thai Citizen is similar to Naturalization to become an U.S. Citizen, with both needing to be a Permanent Resident (PR) for At Least 5 Years beforehand in general cases (not marriage to a Citizen)

I hope you actually mean drivers license. You can use a US drivers license to help you qualify for a Thai license without having to take the full bank of tests.
