Will the DC consulate be closed tomorrow? I saw someone post on here about a Thai national holiday tomorrow.

How about stating what visa you're wanting to get there and maybe people can help you with the process OR join one of those "foreigner stranded abroad" groups because they have some good people who know and have gone thru the process to get visas

AFAIK; there are NO walkins allowed at any of the 4 thai consulates in the US that offer visas (Chicago, Los Angeles, New York & Washington DC)

I normally get my annual “retirement” visa at the consulate. This year I will enter on a tourist visa and convert to long stay in country.

or just apply online for the same "retirement" visa you always do and when you're approved mail off the packet to them with a postage paid self addressed envelope and they'll mail your passport back with the visa sticker in it.

Believe me THOUSANDS of people the world over are all doing online/mail in service for thai visas now

I was going to go that route but since I have the bank balance required and I can enter on a 45 day Tourist I decided to just do it in country. I also think I don’t need the long stay insurance if I do it in country?

correct, you'd only need the 100K covid insurance for the length of time you'll get stamped in for, so IF you're comin' in visa exempt you'd need a minimum 45 days of coverage

Keep in mind most immigration offices that do the in country conversion from visa exempt/tourist visa entry to a 90 day Non-O visa require a minimum of 15 days left on your current entry stamp/extension to apply for the visa because of the under consideration period (Chiang Mai requires a minimum of 21 days).
