I did not do that. The Hong Kong consulate was closed for Chinese New Year. Delayed travel plans by 4 days. Ouch

It is International Woman Day and yes I read the same so I can confirm that the Vientiane's Thai Embassy is closed that day.

I dont know about every consulate but I am sure that all entertain places like shows, pubs and etc are closed.
