TLDR : Answer Summary
Yes, Thai Embassies and Consulates are closed on 1st March due to a high religious Buddha day. It's recommended to check the specific consulate's website for holiday schedules before planning a visa run.

I highly suggest people going on visa runs to a thai consulate to take the time to look on the consulate's website and see what the holidays are for the consulate you're going to.

I did not do that. The Hong Kong consulate was closed for Chinese New Year. Delayed travel plans by 4 days. Ouch
