TLDR : Answer Summary
The introduction of fingerprint scanning at the Maisai border is a new measure implemented by Thai Immigration as of July 1st, aimed at enhancing security and identifying individuals entering and exiting the country. This change may cause longer waiting times, but it is part of a broader effort to improve border control and safety.

It is a border. They are doing that at most, if not all the border entry points.
