What is the current status of the online travel document requirement for travelers to Thailand without a visa?

Hello to everyone in the group, a Spaniard living in Cambodia. I am going to Thailand in January to renew my passport. I have read that from December/January onwards you have to fill out an online document, I think it is called etravel or something like that. Do any of you have the link and can you tell me what it is for? We Spaniards do not need a visa, we have a visa exemption for 60 days but it seems that this online document is mandatory for everyone. But it is currently on indefinite hold while they figure out how to implement the system. So as of right now no one knows if or when the system will go online.
