Ok, let me clarify this.
1. People can use *THIS* re-entry counter IF they are flying out of Bangkok International Airport, AND they can cross over passport control. This means you'll need to have a flight out *THE SAME DAY*
2. People should get re-entry permits IF they have an extension of stay stamped in the passport. Read your passport. IF you have a stamp saying "extension of stay granted...", you have an extension of stay. You *CAN NOT* get a re-entry permit if you are on amnesty.
3. A re-entry permit keeps your current "extension of stay" alive. Generally when you leave Thailand, your extension of stay becomes invalid, requiring the process to get an extension of stay to restart, which requires a lot of trip to an immigration office.
4. In the COVID-19 era, having a re-entry permit *DOES NOT* give you the automatic right to re-enter Thailand. If you have an extension of stay based on retirement, and you leave Thailand, you will not be able to return. IF you have an extension of stay for one of the valid return criteria (i.e. for marriage, raising half-Thai children, etc...), you'll still have to get a Certificate of Entry from your local Thai consulate and quarantine for 15 days in an approved quarantine center. Getting a Certificate of Entry is outside the scope of this group.

It's still in Departure 2 and if no one is there, tell them you need a re-entry permit and they'll get someone to come to the counter for you.
